I reckon they just have troubles spending $ and committing to spending $. You can just see it all the time. Not sure if it's BOD or AR based, or both. I know from AR perspective it's to stop excessive dilution, reduce CR's etc. 'Scarce resources' thinking so want to do 25 things but do 1. But I'm delighted to be diluted a heap or get into debt to get the mine running. Maybe even get the chance to participate in the funding.

Not the first share where I've seen this. One was running slow but on track. A few panicked idiots got enough to board spill. Price went from 25c to 4c and will never recover, and the gold production has just stalled whereas on the turtle speed, reduced dilution approach, they'd have been mining last year or earlier.
