Unlike traditional miners that must locate where their resource is, PGI have the opportunity to locate away from the resource and then ship to the plant, relocate the plant to near the resource or build another plant where they wish, or as a general business they can continue on or close up on shop for their own reasons.
When negotiating with DR interests or any others, no one party has a monopoly on the direction of any of PGI's projects, so we should expect any wishful thinking of any other party to be tempered and be restrained to the real world to retain a working relationship with PGI.
