I’m of the same opinion, in order for the declaration to be approved by the minister you think it would of had to been approved by NOPTA first, the approval announcement gives thanks to NOPTA for their hard work and assessment of the application.
That said though I think approval is still pending from NOPTA for the green house gas injection license. Hopefully it’s just a formality.
Once that’s granted all the conditions for the mou with Samsung will have been met allowing the deal to become binding.
