Nathan I am almost convinced that you have some inside knowledge of this CR. If a commission is charged then I think JP needs to go. That is a material amount.

If I was CPS I would hold the SP down so no one subscribed take the subscription sell it to institutional sharing the commission as a second discounted price.

Then I would create a run. Get PNO to announce that the offer was over subscribed, not hard to pay an extra dollar.

Once shareholder confidence returned a little from reading over subscribed and some bullshit maketing plan I would tactfully dump the stocks for my institutional investors at a nice profits of 28% with free options to boot.
