My understanding is that it was a binding agreement subject to an (at the time) realistic AER approval/start date. The delays went beyond this start date and as such the agreement is subject to further consideration/changes. This is now taking place and does not mean that the finance has been withdrawn (but it could be) but maybe that the conditions will be varied.
