    Hi PalmTree,

Thanks for your info. Much appreciated.

Below a two more articles re: the same issue. It is worth noting that EWC’s LNG terminal operation (and power plant) are scheduled to beomce operational in 2022, which is in line with the proposed completed construction of Pagbilao substation (Jan 2022)), see eg. 25 Aug 2020 Manilla Bulletin which, on part, refers to EWC’s lng hub becoming operational in 2022 and the DOE’s ‘Downstream Industry Plan’, page 73.

On 28 Aug 2020 the Energy News Bulletin (https://www.energynewsbulletin.net/development/news/1394008/oz-lng-project-on-track-phillipine-energy-minister%C2%A0)stated that “the Philippines energy minister has confirmed to journalists theASX-listed Energy World Corporation’s planned LNG import terminal and powerproject in the nation is still on track” . DOE eyeing P65 billion in LNG projects investments

    by Myrna M. Velasco

The Department of Energy(DOE) is eyeing aggregate investments of P64.632 billion on the four liquefiednatural gas (LNG) import terminal projects that it approved for installationsin specified areas in Luzon.

As presented to industrystakeholders this week, the energy department noted that bulk of capital flowwill be from the P37.553 billion onshore LNG import terminal facility proposedby Batangas Clean Energy Inc. of the Lucio Tan group with its foreign partnerGen X Energy, an affiliate of global equity firm Blackstone Group.

The other ventures areleaning on floating storage regasification units (FSRUs) – which include theP13.284 billion project of FGEN LNG Corporation which is the joint venture ofFirst Gen Corporation and Tokyo Gas Co. Ltd; the P6.387 billion FSRU facilityapplied for by US firm Excelerate Energy L.P.; and the P7.408 billion LNG import facility of Energy World Gas OperationsPhilippines Inc.

Of the four proposedfacilities, it is the First Gen FSRU project in Batangas City that is alreadyadvancing to construction phase and this is due for completion in 2022. Thecapacity of this import facility had been cast at 5.26 mtpa.

The Lopez firm’sdevelopment blueprint is to start with a smaller scale FSRU in 2022; and itwill push for an onshore terminal with higher capacity after year 2024.

As could be gleaned fromDOE documents, the Excelerate FSRU project in Batangas will also be oncommercial stream by year 2022 and it will have 1.5 mtpa capacity.

Energy World’s gas import facility will be for 3.0 mtpawith commercial operations in 2022 and to be sited in Pagbilao Grande Island inQuezon province;while the Batangas onshore import terminal spearheaded by the Tan group willhave similar capacity of 3.0 mtpa.

“The LNG import facilitydevelopment and construction requires huge capital investments from the privatesector. From these projects, potential investment amounts to P64.632 billion,”the DOE stated.
It further qualified “more investments are expected for other necessary naturalgas infrastructure like satellite terminals, transmission and distributionpipelines and refueling stations when demand for natural gas ramps up in thenear future.”

As targeted in theforward power project developments in the country, the expected capacityaddition from gas technology will be more than 4,000 megawatts – and among theprojects already set out by prospective developers are the Santa Maria andSaint Joseph gas-fired power projects of First Gen that may yield 1,200MWcapacity; and the Ilijan gas plant expansion propounded by San Miguel group foranother 600 to 1,200MW capacity.

On job creation for theLNG projects, the magnitude would be: 945 during construction and 80 duringoperation for the First Gen project; 100 workers at construction and 60 atoperation for the Excelerate FSRU; 500 during construction phase and 70 duringoperation for the Energy World venture; and 3,000 jobs at construction and 115at operation stage for the Batangas Clean Energy project.

“More jobs are requiredduring the construction phase of the projects – a total of around 4,500 workersfor the proposed facilities,” the energy department has emphasized.

It added that when the facilities would reach commercial operations, a total of325 technical personnel will be required to man the LNG facilities.
