It depends what part of the Philippines you are in. There are substantial differences between the islands where it comes to drug use. On Leyte where our place is there is very little illicit drug use but on say Cebu there is quite a lot.
I don't really know why anyone cares about it that much though as it's just a way of making poverty more bearable and the main pushers are the police, which makes me suspect that Duterte's campaign is just allowing police to kill off their competition.
The new President would be better off waging war on the Muslim rebels than drug users.
