I do not believe it is the Chinese people are responsible, "China's communist-controlled legislature", may well be the cause of such problems. Do the people of China support such actions and more relevant is do they have a choice. With organ harvesting operations and companies with suicide nets, it does not appear to be the people benefiting from such military actions in the South China Sea.
