Duterte is up for re election next year, as stated Mindanao is his home island , the locals don't want the mine due to a leaking tails dam and different factions fighting over royalties. Best hope is Manny Pacquia running and winning with a mandate to get the economy running.

Nothing happens in the Philippines without a lot of people getting greased, my belief would be the company waiting for a change in government.
