I wouldn't know but to blandly claim that the "locals don't want the mine" seems to be a bit broad brush. The mine provided enormous employment and flow on benefits to the local population. Claims were made initially when the licenses were withdrawn that the locals were pushing hard to have it re opened. Not saying some aren't jockeying for a bigger bribe of course. I recall a fellow who wanted to run charter flights between Singapore and Indonesia. "I committed a cardinal sin" he told me. "Bribed the wrong person. That not only is of no benefit but it really annoys the guy whom I should have bribed"
