A company secretary is a secretary. They are not management; they have nothing to do with the operational and performance aspects of any company. Their sole role is to act as an intermediary between the company and investors; controlling investor relations, communicating material information to the market, etc.
They have no impact on the actual results of a company; management control the direction of the ship - and the company secretary then summarises this performance and releases it to the market.
In other words; if GSW released poor annual results - that has nothing to do with the outgoing secretary, and vice-versa is also true.
Company secretaries being replaced is a 'nothing announcement,' it happens regularly across many companies, and isn't a big deal - that's why it isn't price-sensitive.
You can't conclude anything about the upcoming annual results, from this announcement. Full stop.
