It's a "pinned tweet". The info contained within it has appeared at the top of the Havilah twitter feed for a very long time.
Why the new time stamp? Maybe it's a "new" tweet in that they deleted the old tweet and replaced it with a new tweet that just looks like the old tweet.
Why would they do this? Well, they recently updated the website and all the old tweets that link to the old website all now link to pages that no longer exist. A little bit of an unintended consequence I would imagine.
Having said that, the pinned tweet still links to a page that no longer exists.
