I have contacts who live in the phillipines, corruption is a way of life let me give you some examples.
If you are a foreighner and go to collect the mail they say they lost the mail unless you offer them some money.
If you are fined by a police officer then you offer to pay the fine straight away and he will let you go, without a fine. If you want something fast tracked through the government then you pay a bribe. If you want a licence or any form of identification then you pay.
Its quite simple the more you pay the futher you get and if you dont pay you dont get anywhere. There people are living on $1 per hour.
