It's not pretty clear at all...you are purely speculating.
as someone who works for a multi billion dollar ASX20 company and is heavily involved in contract negotiations and and drafting contracts with lawyers, it is completely possible that a contract is still being worked through.
I'm always amazed at some in our business who spend months negotiating with a supplier and then expect the lawyers to wrap it up in 2 weeks.
there will be a number of complexities with this including warranties and indemnities so it's completely feasible for a deal to be close to completion but not yet finalised a deal ready to be announced.
