I'm not sure that the water supply agency that supplies the Salton Sea area will have to make any water use reductions.

"Under the new regulations, roughly 400 urban water suppliers will need to meet individualized water-use targets and conservation goals, among other directives. Some agencies will be required to cut water usage by more than 30% within the next 16 years."

"Under new rules, urban water suppliers must meet increasingly ambitious conservation goals. Many suppliers are already hitting those targets, but others could face cuts of 20% or more in the coming years."

A quick Google search for which water agency supplies the Salton Sea region gives the result as the San Diego County Water Authority.



Searching the table in the article for "San Diego " shows that agency is already hitting its targets and doesn't need to make further reductions. At least as far as I can tell that is.
I don't think this has a lot of relevance though. Even with water restrictions, it's not like the US will stop industrial use of water and some of these lithium extraction technologies have a relatively low water requirement.
