I think you are getting mixed up, CW did not write the independent report on the 30th.
I was refer to and the post I was responding to was in regards to the report written by CW dated 29 Oct (link below).
The report dated 30th Oct I do not have a problem with as you have pointed out it outlines the risks and the rewards.
