Its not really the PPSA that is causing the issues its more he presented an unreality situation in this wildcat OnG game that if they spent all their money on retrieving a sample there will be all sorts of majors which will be interested.
I actually don't think any of this "background" farm in or GSA are waiting for the PPSA in any case. They are probably waiting for a combination of the PPSA, Flow test results and 3D results before making any serious investment decision.
I'm not sure how SM is going to break the bad news to the market they probably really need cash to at least complete 3D and flow test before the next stages of funding are able to be implemented but I guess such vagueness is keeping what's left of the retail register still here.
