It looks like you have answered your own question. Is there any need for SM to provide a qualitative description of the rock quality?.
My understanding is that gas reservoirs (and gas condensate) should flow naturally if the permeability is only 1mD. Therefore, in order to achieve a commercial flow rate (e.g in excess of 10 mmscf/d or 15 mmscf/d), it will be necessary to find sufficient net pay thickness.
