The example you provided which did not flow even when the permeability was about 10mD may have had very high skin damage. Formation damage due to poor drilling and completion practices are a critical issue.
As I mentioned, if the zones are all 1mD and the skin factor exceeds 5, then the well will probably not flow at commercial rates if there is only 34.9m of pay.
