Not too sure. A large offtaker may wish to vertically integrate given the right opportunity. Someone with a strong presence in the Asian ferts market may be able to secure their own source feedstock whilst marketing the remainder of production to other, smaller companies.
I can't see why you couldn't approach IFFCO, who obviously will be familiar with the region by now.
Moroccans are depressing global rock po4 prices though at the moment, so I wouldn't have thought significant interest will filter through until the current trough in prices passes. I'd imagine this could be linked to the credit markets and general sentiment, because unfreezing of debt markets and uncertainty would help farmers in terms of deciding how much to use...
