you can bet on the fact the Chinese Government is in the know. It's impossible to get a license for ethanol-fuel production in China as long you have no other feedstocks than corn, wheat or whatever competes with food-production. On the other side the Chinese fertilizer producers have great difficulties with their margins because the domestic prices for N, P und K are capped. Only the big fertilizer companies who export some fertilizer have better margins but the smaller ones changes their strategies from manstream fertilizer to speciality fertis or they're trying to secure phosphate mine like Ko-Yo recently did. China still is exporting a lot of agricultural products to Japan and other neighbouring countries so that I don't believe in hyperinflation in the near future in the sector.
