It sounds like your describing Payoneer, the payment service used by all other major Freelancing services.
The Photo Thing will definitely take off, it's taken out the leg work for St*lkers, B*llies and P*dos, now they just have to tell someone where to go and who to photograph. The platform has not designed any processes to deal with that type of behavior.
