1.
quoted shares on issue;
2.
restricted /escrowed shares (not quoted, and not included in the "quoted shares on issue"; and
3.
options on issue (listed and unlisted) - and making an intelligent guess as to how likely they are to convert.

A number of companies have <100M shares on issue, but typically, this excludes the restricted shares and the options.

Once these are added to the equation, one gets a better idea of where the prospective, fully diluted position of any particular company lies.
