    The fact remains most muslim countries are secular or run my monarchies.

    In many of these muslim countries they want to appear to be religious as in the monarchies to hold onto that power. They can be in appearance but in reality and in the legal systems of these nations there is nothing religeous about them. What the report highlights is that muslims want a more religious government which is no surprise as they want the values they feel are important to be values of there nation. But whats so religious about running a country? in Islam the religion is about one individuals relationship with god and one third of the quran talks about monotheism. Most functions of government don't need a religious mandate and you see in the history of islamic civilisation that most 'islamic governments' were run in a secular manner.
