The company is in a position to offer riders agents loans to run/build their businesses into whatever they want, which could create a stampede of registrations in a heartbeat once they have spent millions on promo to get the name around town.
Its that simple, they will be need a huge CR if this is going to work but apparently it won't be happening anytime soon ( the CR )
