I personally don't think the courts will give the juniors access. They own the assets and should be able to deny others from using it. They put the capital on the line and wore the risk of the projects, so the govt paid basically peanuts.
The govt should be glad the companies devloped assets here and created the boom with the many jobs that came with it.
