PLS has only reflected retails shareholders vs large institutions trading and manipulating the share price with their relatively huge volumes of capital.

This will only change when an insto of equally huge capital decides to invest in PLS based on fundamentals. This event may have a trigger (formal decision to mine, new DSO deal with reputable party), but will likely come out of nowhere, at which time you'll have large capital buying PLS, and the manipulators backing off to avoid getting burnt.
