I don't think he stood up and stated the 20th at RRS. pretty sure it was an off the cuff approximation of what he'd been told that somehow made it back to the HC forum. Considering the 20th was a Saturday, it was hardly a set in stone date.

"cant get a simple mining permit delivered on time" Have you ever attempted to get anything of a state govt on time? If you don't like the MD passing on information which he has been told, then don't listen to him. I actually cant see how he can be held responsible for dates which are completely out of his control. If you think this materially damages the companies reputation, that's your prerogative, but in my opinion is completely invalid.

What would the MD skipping the US to stay here achieve? Do you think him knocking on the door and making phone calls is actually going to make a difference? Should they put everything else on hold until the permits are in hand?

If you want explanations to all those questions, the company will respond.
