    I agree he didn't explicitly answer that part, but thinking about his answer more I think I kind of get it.

    Let's say on an individual basis you had Bisantrene as a treatment under a compassionate use program, and it did work, or partially worked, or didn't work at all... you don't have enough information based on that to act in a meaningful way... Were you just lucky, or unlucky?

    To make a somewhat informed decision, you really need to know that others have been given the same treatment, for the same condition, at the same dosage, and what their outcome was also, and how many of those other people there were.

    I suspect that really does really narrow down the subset of people who do have access to really useful information, and those people are either already under legal restrictions as to what they can do with that information, or can be put under such restrictions more easily. It may not be completely bullet proof though of course.
