Good questions, I don't have the answers. Just wanted us to consider a country bias in these citations (exclusion of Chen, Su and reference to CS1). I think it's probable that a US based researcher favours other US based research and vice versa (ie China). This could be related to competition between nations/govt funded, language, more networking in-country, perceived quality or something else.
