FWIW, HC could get rid of all its reporting categories (except for 'Poster's own request') and replace them with the catch-all 'Low-Value Post'.
Low-value posts are basically obvious, eve to blind Freddie, and wouldn't require extra moderating resources. If anything, fewer.
