How many local and water authorities have a budget to spend on a new technology. It is like a grudge purchase. Remember Cape Town. They prayed for rain rather than install long term solutions. Yass NSW was going to improve this water processes. Every one thought it a great idea until they found it would add to their rates (tax) payable for their properties. The idea was killed off.
There lies a significant part of the problem. No-one want to spend the money. They would rather run out of water hand have it sent in by tankers than spend on a permanent solution.
