The world is bigger than Yass, thank f&k for that.  Besides Yass is way too small for FLC. But I get your point skinsy, but only for self entitled populations of  highly developed nations that need to pay rates. Australians are chosen one's, and Australia is not the world.

China, Mexico, Ivory Coast.....these populations realise that if they are to play on the big stage of global commerce, they may want to increase life expectancy through hydration.  

The scale of the FLC solution is perfect. As Henry stated we don't want big stuff or the small stuff.

We know that most of the world is not first world,  and where water is the fastest and simplest way to improve economic growth.

There are 1860 cities with a population of 300,000 or more. There are 467 cities between 1 million and 5 million. The fastest growing cities are in Africa and Asia. The size of that market is huge. 1 city in the Ivory coast is worth $250 million plus, multiply that by anywhere between 500 - 1500........
