IMO if greater forces were in play, we'd see a lot more volume... all I see is a lack of demand for the stock and small holdings being sold down from time to time. Not uncommon if you ask me... how it looks is dependent on the eye of the beholder... depending on your investment style, these conditions may be preferred or as you say.. viewed as a trainwreck.
There are stocks out there that run too hard too early and are overpriced from the outset... there are others that don't run for years and sit almost idle.
For short term traders, this is indeed a terrible stock pick. There are many more stocks on the ASX that would be better to trade on a short term basis... if that is what people are after, then this is not the stock for them.. not now anyway.
If the investment timeframe is a lot longer.. say 2-10 years from today ... this is a chance to accumulate on dips.. and hope the market doesn't catch on and bring this stock into over-valued status. That will be an invite for day-traders and other market forces that can do more harm than good.
I personally think of it like this.. if the stock were $1 or even $2 today.. I still wouldn't sell. The potential of FLC is significantly higher than that... and some people will get on board early, and have to wait a while.. but so long as the destination is well north of those prices.. the wait will be worth it.
Others will be lucky and hop on the train just before it departs... and those who have waiting a long time might be envious seeing these holders get in days, weeks or months before the re-rate.. but what those late comers lack is conviction and knowledge that is gained through years of monitoring and holding a stock. IMO that knowledge and experience will help an investor make the decision to either add, hold or sell much quicker.
When a major announcement is made, it is those who have that clarity, knowledge and confidence that act on it first. From a retail investor point of view.. you can only make the clearest and best possible decision if you have the research, knowledge and confidence to act on it quickly.
The less knowledgeable will sit and wait for the market to 'show them' how to interpret the announcement. That hopefully won't be any of us.
