Just to balance the argument it would suggest that the project is not fully funded yet. Norfolk Island May have some funding as part of their long term maintenance fund for replacement or capital plan, the minute talks about recommended for external funding. I would suggest higher governance approval is required.
This could still be some time if funding had not already been provisioned. And they are not small numbers.
great find and it goes to show me that when fluency find something they have an advantage at, there really arnt a huge amount of competitors.
