not so, pipe will follow old telegraph? trail down the cape, all Government land. I used to work up that way a numer of years back, even then OSH/AGL were doing feasability studies regarding where to place pumping stations etc. From memory pipeline travels via a couple of islands in the Torres Straits and Native Title is not a problem
