It seems to me that there are two possible reasons for a string of very low quantity trades:
Firstly, it seems to be an effective way for the perpetrator to walk the share price up or down as required to enable a strategy. For example, to cause other holders to sell into a dropping price and enable the culprit to buy cheaply. An extreme example of this technique can cause the stop orders of holders to be hit.
Another reason for these trades is when a trader wants to acquire or dispose of a large quantity of shares but wishes to avoid causing a substantial move in the share price, Many small trades are therefore drip-fed into the market to satisfy perhaps a very large requirement. Unless carefully done, I suspect the result can be indistinguishable from the first reason above, even though the motive is quite different.
Regardless, it does seem to be an unfair practice that disadvantages retail shareholders.
