The report seems to say that a Skywater qualification delay and/or failure are the key risks. But this seems unlikely on the face of it as Skywater must not only be confident enough in the process succeeding to be the first to undertake it, but also are doing so at a time when they could be earning record sales revenue (willing to pay a high opportunity cost) due to chip shortages.
