PKR's manifesto says:
"halt Lynas operations"
it does not say "CLOSE LYNAS" ... it says "HALT LYNAS" ... presumably until they have a huge show about the issue, and then let Lynas continue
Anwar has never made a direct quote that he will 'close Lynas' or 'shut Lynas' (that I can find) ... he has always said that he will 'halt Lynas' and look at the compliance issue
