The opposition cant close down the plant!
Just like the current government can't guarantee that it will remain open.
They will have to go through the legal process and display that Lynas has breached the original agreement under which they decided to build the plant, or prove that are not complying with TOL terms and conditions. Then they will have to wait for the courts decision once both sides of the argument are heard.
