The mining license will make things interesting. If Arm dont come to the party then X wont fund the project nor any other potential JV partners. So it means go it alone approach. Which means nice discounted rights issue. But we would still need chinese capital and they might not like the risk with ARM still not resolved.
Even if we could fund it, I wouldnt recommend it until everything is 100% bedded down. Just not worth the risks.
