The media has access to NICC lawyer, Conde's submissions to the Bell Enquiry, not the actual Bell report which is still confidential with NICC.
They can decorate their narrative based on what was submitted etc. all they want.
Media wanted to scare people like you (no offense) with tricky wordings and headlines, and it succeeded in it, only a bit though.
