you cant regulate addicts.... people will game either way...
the card will deter some gambler but it encourages more addicts to play more...
if i got $10k in card i probably keep playing...
the government want to clamp out mpney laundering...
without criminal casino dont make money......
without rich addicts casino be broke....
casino is not sport gambling....
casino need lot of expense..
might as well banned all form of gambling....
