You need to really to comprehend that it is SGR who may lose at least one Casino license in Sydney, the Qld license is also at some real risk. If so, as openly touted in the AFR article today, that the doors may shut for SGR, and the only winners will be administrators, and the like to wind up the business, dispose of the assets as demanded by the creditors to expiate the outstanding debts. Then it is most likely that either or both Govts will issue new licenses to another entity or entities, who are assessed as reputable and competent to honour the very many legal and legal obligations associated with such businesses.
As far as a bunch of SGR holders taking on any State or Federal Govt, then absolutely forget it, just sheer waste of money and emotional energy.
