No you cannot participate in this placement. You're not a "sophisticated" investor.
You can buy on market once it reopens though.
If it were a rights issue open to shareholders, you would have been able to participate although what I don't like about those is quite often they set a minimum purchase price of say $2000.00. Sucks to be poor.
The allotment is also potentially scaled back if its oversubscribed with a rights issue.
