Not really. That usually happens when it's offered to holders but not really when it's to investors. Holders usually buy in an offer and sell straight away to get whatever the discount was in profit which usually brings the price down to the offer. Investors don't trade on cents. There is chance of dilution but with this amount it's negligible.
Chances are this will probably bump up the price a little because it shows the demand for this share.
