placement is this a rip off, page-4

I am wondering if the board has something in mind for the extra placement, and whether any information could be presented at the AGM. My first thoughts are that it could be to do with the future works with FNT? It seems to be a massive dilution if the only purpose is to raise funds, as the funds raised by such an issue are miniscule, especially considering that BCD are cash flow positive, and have money in the bank.
