I am not sure how it works but I guess sophisticated investors got recommendation from their brokers to join the placement. If stockbrokers believe 46c is a good price (at just abou 10% discount of last closing price) and their research show a potential good return then PEK current share price is cheap. Thanks management for their excellent decisions.
