Turbo - I looked at a couple of other SPP documents (e.g. recent MCC and MQG from May 2009) and they have similar clauses about ability to vary dates without notice.
I think they just need to have the flexibility, but my guess is that (hopefully!) dates will be as listed i.e closing on 11 Nov.
