The company received commitments from Sophisticated investors. That does not mean any money changed hands.
The money was owed a few days after the Annual Meeting.

Not unusual for the issue of shares after placement to be a few days late.

Some sophisticated investors could have gone AWOL..
and they need the full commitment before the shares are issued. If there is even a small shortfall in the Cap Raising post commitments it causes problems.
Hopefully for the company this will be resolved within the next few days, which it normally is
